The Historically Underutilized Business Zone (HUBZone) program is a company level diversity certification which allows small businesses to gain preferential access to federal contracting opportunities. The goal of the HUBZone program is to drive economic development and employment opportunities in distressed areas. HUBZone areas are designated by data collected from the U.S. Census Bureau. Areas that typically have low median household income or high unemployment rates or both are elected HUBZones. Agencies of the U.S. federal government are required by the HUBZone Empowerment Act to contract with HUBZone certified small businesses for more than 3% of their budget in the form of prime contracts to certified firms. The program is regulated by the Small Business Administration. To obtain a HUBZone certification, an organization must be a small business, be owned and controlled at least 51% by U.S. citizens, be located within a "Historically Underutilized Business Zone" and at least 35% of its employees must reside in a HUBZone.

Jay ReddyFounder, CEO Jay Reddy is the founder of NextGen Federal Systems and previously ProLogic, Inc. He received his Master’s in Computer Science from Virginia Tech and his MBA from West Virginia University. Jay successfully oversaw the growth of ProLogic from a one-person company to over 330 people. In June of 2008, he led ProLogic through a successful merger. He has served on the NASA Minority Business Resource Advisory Council. Jay was adjudged the WV Small Business Person of the Year in 2007 and Minority Small Business Person of the Year in 2004 by the United States Small Business Administration.
Chetan DesaiSenior Vice President Chetan Desai serves as NextGen Federal Systems’ Senior Vice President. He has a Bachelor’s degree in Mechanical Engineering and a Master’s degree in Industrial Engineering and Operations Research. During his career, he has served in various roles – including Lead GIS Developer, Program Manager, Chief Engineer/Scientist, Division Manager, General Manager, and Executive Vice President. Mr. Desai has been the Principal Investigator for several Small Business Innovation Research (SBIR) and related research and development projects, such as weather exploitation for C2 impacts, LiDAR data management and visualization, hydrography distributed data management framework, and integration of DoD modeling and simulation and GIS data. He has provided solutions for a broad range of Federal Government customers including USAF, US Navy, US Army, US DOE, US DOT, and Intelligence Community.
JP LappsVice President of Federal Initiatives JP Lapps serves as NextGen Federal’s Vice President of Federal Initiatives. With more than a decade of Business Development experience in the Federal Contracting arena, JP is responsible for cultivating strategic partnerships within the DoD & Intelligence communities. Prior to NextGen, JP served as the Government Services Accounts Lead for Apex Systems, the nation’s second largest IT staffing and services firm. While there, JP led Apex’s efforts to penetrate Maryland’s DoD/Intel markets, placing more than 350 cleared professionals on government contracts, and generating more than 4 million dollars in new revenue annually. JP’s customer expertise includes the U.S. Army’s C4ISR Community (CECOM, PEO IEW&S, PEO C3T, PEO EIS) and RDECOM (CERDEC, Army Research Laboratory).
David BissettDivision Manager As NextGen Federal Systems’ Division Manager, Dave Bissett leads the capture, execution, and delivery of integrated software solutions for DoD and Space Systems customers. He has a Bachelor’s degree in Aerospace Engineering from Virginia Tech. Prior to NextGen, he served as Director of Program Management for Analytical Graphics, Inc. (AGI), a commercial software company for aerospace and defense applications. In this role, Dave was responsible for execution and delivery of Space Situational Awareness (SSA) software solutions. Dave has technical and domain experience across the several areas including: SSA, geographical information systems (GIS), modeling and simulation (M&S), software engineering and integration, program management, and business operations. He has and continues to provide solutions for US Government customers including US Army, US Air Force, NASA, and various Intelligence Community organizations.
Jeremy LoomisChief Software Architect Jeremy Loomis is the Principal Engineer Scientist at NextGen Federal Systems. He provides technical direction for complex software solutions and internal research efforts, establishes engineering process and standards, leads the development of technical proposals, and provides guidance and mentoring across NextGen projects. He has a Master’s degree in Computer Science from The Ohio State University. Prior to NextGen, he served as Chief Software Engineer at ProLogic where he managed and led successful teams in the delivery of complex solutions using a variety of software engineering methods. He has experience with a wide range of technologies and domains, including systems engineering and requirements management; object-oriented analysis and design; computer graphics and data visualization; GIS and geospatial data models/algorithms; modeling and simulation; web-based, net-centric, service-oriented architectures; large data management; and cloud computing models. He has a demonstrated record of success in applying advanced technologies to meet the needs of diverse customers in commercial, civilian, DoD, and Intelligence markets.
Joe RobertsonDivision Manager Joe Robertson is a Division Manager at NextGen Federal Systems leading business development, operations, and program execution in Dayton, OH. He has over 30 years combined military and industry experience including 20 years’ of active duty in the US Air Force with assignments at Wright-Patterson Air Force Base, Ohio. He previously joined ProLogic, Inc. in 2005 as a Program Manager and was later promoted to Division Manager where he led the general management of multiple technology programs supporting the DoD and Intelligence Community providing development, R&D, sustainment, and on-site support as both prime and subcontractor. Before joining NextGen he was most recently a Senior Program Manager for General Dynamics Advanced Information Systems (GDAIS) managing their ATEP contract efforts supporting the National Air and Space Intelligence Center (NASIC) GEOINT and MASINT mission areas.
